José studied Law at the School of Social Sciences and Government of the Tecnológico de Monterrey Institute and has a graduate degree in Law and Environmental Governance from the University of Guadalajara. He has broad experience designing public trusts and state investment programs, related to the upgrading of mid-sized cities, sustainable urban mobility and adequate housing.
He worked for Mexico’s federal government in the facilitation of the dialogue process for the 2019-2024 Sector Program for Agrarian, Territorial and Urban Development. He recently joined the ZEBRA program of the International Council of Clean Transportation (ICCT), that seeks to expand zero-emission bus fleets in Latin America. José enjoys reading historical novels or biographies related to Olympic sports personalities.
